Kshira Vrata falls on the tenth tithi of the bright fortnight of Bhadrapada and is decided by the tithi at sunrise. It is a minor observance, and there is no point pretending otherwise: it is printed in almanacs, it is kept by few households, and it has no public form at all.
Kshira is milk. The vrata is what the name says. The observer takes nothing through the day but milk, offers milk in the puja, and breaks the vrata the following morning. It sits in the run of small daily vratas that fill the bright fortnight of Bhadrapada, a fortnight in which almost every tithi carries something, and for most people it is one of the days that go past unmarked between Kedara Navami and the ekadashi.
Two things it is not
It is not Ksheerabdhi Dwadashi, which falls in the bright fortnight of Kartika, two months later. That day commemorates the churning of the ocean of milk and is kept with Tulasi and the Tulasi vivaha in Karnataka, and it is a considerably larger day than this one. The names look alike and are regularly swapped.
It is also not the kshira vrata of the Madhva chaturmasya, which is a month and not a day. In that reckoning the four months of chaturmasya each set aside one substance in turn: greens, then curd, then milk, then pulses. The milk month there is Ashwayuja, not Bhadrapada, and giving up milk for a month is the opposite of living on it for a day. Anyone searching for a rule about milk in Bhadrapada should be clear which of these three they have found.
