Maha Shivaratri is the great night of Shiva: a day of fasting followed by a night kept awake, with the puja performed in four watches between sunset and dawn. It is one of the few observances in the Hindu year whose centre of gravity is the night rather than the day, and that single fact governs how its date is settled.
When it falls, and why the night decides it
The tithi is Chaturdashi of the dark fortnight of Magha in the amanta reckoning used in Karnataka. North India counts its months from full moon to full moon, so the same night is described there as Phalguna Krishna Chaturdashi. The month name differs by one; the night is the same night, and the whole country keeps it together.
The reference moment is nishita, the middle watch of the night, found by dividing the interval from sunset to sunrise into equal parts and taking the one that straddles the midpoint. The day that carries Maha Shivaratri is the day whose nishita has chaturdashi running in it. Asking only which morning the chaturdashi is current at sunrise is not enough and will sometimes give the wrong answer: a chaturdashi running at sunrise but ending in the evening never reaches that night, and the festival then belongs to the previous day, whose night the tithi did cover. When a long chaturdashi covers nishita on two successive nights, the earlier of the two is taken.
This is the commonest reason a printed calendar and a temple notice disagree. Anudina shows the tithi start and end alongside the nishita window, so the reasoning can be seen rather than taken on trust.
The monthly Shivaratri, and this one
Every lunar month has a chaturdashi in its dark fortnight, and every one of them is a Shivaratri. Kept as a monthly vrata it is Masa Shivaratri, observed in the same way on a smaller scale. Maha Shivaratri is the Magha one, held to be the greatest of the twelve. Someone who keeps the monthly vrata is not doing something different in kind on this night, only something larger.
What is done
The fast runs through the day. Some keep it without food or water; more usually it is phalahara, fruit, milk and preparations without grain. The night is the jagarana, the vigil, and the linga is bathed in each of the four watches with water, milk, curd, ghee and honey, and dressed with bilva leaves, vibhuti and rudraksha. Where a priest is present the bathing is done to the Rudram and Chamakam. The fast is broken the next morning after sunrise, and the stricter practice waits for the chaturdashi itself to end.
In Karnataka the temples stay open all night: Gokarna, Dharmasthala, Murudeshwara, Nanjangud, Shivagange, Bhoganandishwara below Nandi Hills, and Kotilingeshwara, where the offering takes the form of one more installed linga. Lingayat and Veerashaiva households keep the night with ishtalinga puja and the reading of vachanas. In the Sringeri sampradaya the observance takes the form of a rudrabhisheka carried through the four watches.
The stories, and one correction
Several accounts are given. Shiva appeared as a pillar of light without top or bottom while Brahma and Vishnu disputed which of them was greater, and the lingodbhava is accordingly shown at midnight. The marriage of Shiva and Parvati is placed on this night. A hunter benighted in a bilva tree dropped its leaves, without knowing what lay below, onto a linga at its foot, and having eaten nothing all day kept both the fast and the vigil by accident. The vigil is also explained as the devas keeping Shiva awake after he swallowed the poison of the churning.
The correction worth making is that Shivaratri is not a birthday. It is not a jayanti and is never counted among them, whatever the greetings say.
