Context and commentary on verse 17.19
For Shankara ‘mudhagraha’ is a resolve without discernment, and ‘utsadana’ is destruction. Ramanuja adds a practical detail: doing it by tormenting oneself, gripped by the obstinacy of the deluded, without testing one’s own strength and the like. That is, excess that does not know its own capacity is tamasic.
Sridhara Swami calls ‘mudhagraha’ a stubbornness born of lack of discernment, and identifies austerity done for the ruin of another as of the form of ‘abhichara’, that is, rites like sorcery. Madhva’s comment on this verse is not in our source text.

Ramanuja’s words ‘without testing one’s strength’ matter. Long vows without even water in summer can cause dehydration and kidney trouble in the elderly.
Any observance done wishing harm to another first spoils the mind of the one who does it. The way through a quarrel is dialogue, not sorcery.
