O all-pervading one, I perform your worship. Be at once the giver of happiness to me. As the fruit of that worship you do indeed grant the state of Brahma or of Vishnu. But then, to see you, I should have to bear the form of a bird in the sky and of a beast upon the earth, and still not see you. O Shankara, O all-pervading one, how am I to bear that grief?
Context and commentary on verse 23
The verse moves in three steps. I perform your worship is the first. Be at once the giver of happiness is the second. What you give as the fruit of worship is the office of Brahma or of Vishnu, and I do not want it, is the third. The word sapadi, at once, carries the weight here. What the poet asks for is an ease available now. A station reached after ages is not his request.
Behind the words bird and beast lies the story of the lingodbhava. While Brahma and Vishnu were disputing which of them was the greater, a pillar of light without end stood up between them. To find its top Brahma flew upward as a swan, and to find its base Vishnu dug downward as a boar. Neither found the end. That is why the verse pairs a bird of the sky with a beast of the earth, the boar being a creature of the forest. It should also be said that the details of the story vary from one Purana to another.
The argument is a clever one. If the fruit of worship is the office of Brahma or of Vishnu, then what those who held that office did was to search and to fail. A great position does not make the seeing of God easier. It only makes the search longer. So the poet politely declines the boon. In the next verse what he asks for is a place standing before Shambhu on Kailasa. Nearness counts for more than office, and that is the link between the two verses.
Three small notes on the words. Vidhi means the ordainer, Brahma who lays down the rules of creation, and the suffix tva marks a state, so vidhitva is the state of being Brahma. The feminine tasyah reaches back to the earlier word puja. The end of the third line and the start of the fourth are joined by sandhi: pakshimrigatam and adrishtva combine into pakshimrigatamadrishtva. The last line repeats the third line of the previous verse. The metre is shikharini.

The day after a promotion at the office there are more files on the desk and a new designation after one’s name. But at the end of the day the hour of setting off for home is later than it used to be.
The verse is not saying that high position should be refused. It reminds us that no position by itself gives nearness. Asking ourselves what we actually want is best done before the application goes in.
