It is not a full ha. It is half a breath that sounds like an echo of the vowel before it. That is why those texts show spellings such as \u015bucag\u1e43 \u015bamayatu and sag\u1e43hit\u0101. Before ya, la and va, those very letters are sounded through the nose, written sa\u1e43-y\u0901. Karadar\u015banam and caturbhujam are examples. In the middle of a line, a word-final m becomes anusvara when a consonant follows.
