For Shankara, action clings when there is the pride &#8216;I am the doer&#8217; and a craving for its fruit. In the Lord there is neither. His answer is that the variety of gods, humans and the rest comes from the past karma of the created beings themselves. He cites the Brahma Sutra &#8216;vaishamya-nairghrinye na sapekshatvat&#8217;, there is neither partiality nor cruelty, because creation depends on the beings&#8217; own karma, and a Vishnu Purana verse that the Lord is only the instrumental cause. In the Lord there is will, but no clinging or insistence in it.
