Arjuna asked only about giving up action and performing it. The Lord answers by adding knowledge and evenness of mind. So renunciation joined with knowledge is sankhya, and the action that is its means is yoga. The yoga of action purifies the mind, that gives knowledge, and that gives freedom. Even one who takes renunciation arrives there through the strength of the yoga of action done before.
