The verse says that Shiva is equally available to worship done in secret and to worship done before others. It means that service is possible by one&#8217;s own thought, without waiting for another&#8217;s sanction and without the requirement of a fixed procedure. This is not a disparagement of observance. Because the giver is greater than the world, his giving admits of no count, which is a small piece of reasoning. \u2018Rajashekhara\u2019 carries two senses, he who wears the moon on his crown, and the king who wears a crown. In the earlier part of the hymn the poet called the mind a nest, a mansion and a garden, and this continues that line. The metre is pushpitagra, as in verses 67 and 68, with twelve syllables in the odd quarters and thirteen in the even.
