Context and commentary on verse 2.60
This is one of the most honest verses in the Gita. It admits that even one who is striving can be defeated.
Ramanujacharya sets out a circle here, and it is a turning point in his commentary. Without the vision of the self the longing for objects does not go, and without conquest of the senses the vision of the self does not come. Therefore, he says, the state of knowledge is hard to reach. The way out of that circle, on his reading, is in the next verse.
Shankaracharya notices the grammar: the word api attaches to vipashcit, that is, even the mind of a person of understanding. Madhvacharya is more precise still: this is the mind of one who has not yet come to direct knowledge and whose effort is only ordinary.
Sources: several. Where commentators differ, both readings are given here.

This verse admits that willpower alone is not enough. That is not a counsel of defeat but of honesty.
In the work of helping people leave an addiction this is the daily lesson. The advice to make up your mind has never by itself carried anyone through. Changing the surroundings, gathering people who will stay alongside, and taking medical help where it is needed do far more.
