Context and commentary on verse 17.23
The last part of the chapter offers a reassurance. Sridhara Swami raises the question: examined this way, sacrifice, austerity and giving are almost all rajasic or tamasic, so is effort in vain? This verse shows the way to make even these sattvic. According to Shankara this is the designation by name reflected on by the knowers of Brahman in the Upanishads, and the second line is in praise of that designation.
Ramanuja takes the word ‘brahmana’ as the three varnas entitled to the Veda, and says the Veda and Vedic acts are connected with the words ‘Om’, ‘Tat’ and ‘Sat’. For Madhva these are names of the supreme Brahman: according to the Rigveda Khila, he is ‘Om’ because the world is woven into him, and ‘Tat Sat’ because he is full and endowed with all that is good.

For life today
Many texts and acts of worship end with ‘Om Tat Sat’. It is the attitude of offering all that has been done to something greater.
Sridhara Swami’s question is ours too: our work is not perfect. The Gita’s answer is not despair but a way of purifying intention.
