Context and commentary on verse 7.17
All four are virtuous, but the wise one is special. The verse gives two reasons: he is ‘nityayukta’, ever joined to the Lord, and ‘ekabhakti’, devoted to the One alone.
Shankara rests the reason for this love on the self. It is well known in the world that one’s own self is dear to everyone. For the wise one Vasudeva is his very self, and so he is exceedingly dear. And the wise one, being Vasudeva’s very self, is dear to him.
Ramanuja notes two differences. The others are joined to the Lord only until their wish is fulfilled; the wise one always. The others’ devotion is divided between their wish and the Lord as its means; the wise one’s rests on him alone. ‘Atyartham’, he explains, means that even the all-knowing Lord cannot say how great this love is, and he gives the example of Prahlada, lost in the memory of Krishna even as the serpents bit him.
Madhva gives the Garuda Purana’s definition of ‘ekabhakti’: devotion to me alone and to no other; such a one is called single in devotion.

We all know the difference between the friend we remember only when we need something and the friend we remember when we need nothing. Ramanuja’s phrase, ‘until the wish is fulfilled’, says just this.
The line ‘and he is dear to me’ shows devotion as a relationship that runs both ways. It holds the assurance that love does not flow in one direction only.
