Context and commentary on verse 7.16
After those who do not take refuge come the four kinds who do. Note that Krishna calls all four ‘sukritinah’, people of merit. The Gita does not look down even on those who turn to God in trouble or for money.
Shankara’s examples of the distressed are those afflicted by thieves, tigers or disease. The seeker of knowledge wants to know the truth of the Lord, the seeker of wealth wants riches, and the wise one knows the truth of Vishnu.
Ramanuja divides them differently. The distressed one wants back the prosperity he has lost, and the seeker of wealth wants prosperity he has not yet had. Since both want prosperity, they are one kind. The seeker of knowledge wants to attain his own self, freed from prakriti. The wise one does not stop there, and seeks the Lord himself as the highest goal. This division underlies his reading of the last verses of the chapter too.

In a hospital prayer room, or on the bench outside an ICU, some people pray from the heart for the first time in their lives. This verse places them too in the row of the virtuous.
Some mock turning to God in trouble as weakness. The Gita does not. Wherever the path begins, it can go further: that is the promise of the verses that follow.
