Context and commentary on verse 8.16
Even the realm of Brahma, the highest of worlds, is not eternal. Shankara gives the reason: all those worlds are bounded by time. The next verse gives the measure of that time.
Ramanuja applies this to seekers of prosperity: since the place they reach itself perishes, their return cannot be avoided. For those who reach the Lord, all-knowing, true in will, supremely compassionate and ever the same, there is no question of perishing. He had already cited this very verse at 7.23.
Madhva quotes a Puranic passage about worlds such as Brahma’s abode on Meru, and establishes that complete freedom from rebirth, everywhere, comes only on reaching Vasudeva.

For life today
The highest post, the biggest house, the greatest fame: these are our small realms of Brahma. Even those who reach them must retire one day. When health fails, they too must leave it all and lie on a hospital bed like everyone else.
The verse does not belittle such achievements; it recalls their limits. The question of what resting place does not require a return stays alongside them.
