O Pashupati, you are the lord of the helpless and indeed their highest kinsman, and among them I am the foremost. What then need be said about the kinship of these two? So all my offences, Shiva, must be forgiven by you alone, and my protection must be undertaken with deliberate effort. This is the way of kinship.
Context and commentary on verse 14
The verse is built like a small argument. First statement: you are the highest kinsman of the helpless. Second: among the helpless I stand first. Therefore, third, there is kinship between the two of us. ‘Kimuta’ means what need be said, it is that plain. There is a quiet humour in it too. The first place the poet claims is first in helplessness, not in merit.
The word bandhu, kinsman, comes three times: paramabandhuh, bandhutvam, bandhusaranih. Sarani means a path, an accepted way. The poet takes as his ground the ordinary custom that kinship carries duties of its own. Dinabandhu, kinsman of the helpless, is itself a name used for God in the tradition, and the poet holds that name up like the record of a claim.
‘Kshantavyah’ and ‘kartavyam’ are both formed with the Sanskrit suffix of obligation, so they carry the sense of what ought to be done. The verse is therefore not in the language of request but in the language of what is due. ‘Prayatnat’ is bolder still. It has the daring to tell Shiva that this is to be done not casually but with effort taken.
Calling God a kinsman is the language of devotion, and it differs from the Advaita language of one reality alone. Tradition holds that in the hymns which carry Shankaracharya’s name these two languages run side by side. The previous verse pleaded as a helpless man, and this one turns that helplessness into a claim. The metre is shikharini.

In the courtyard of a family function all the relatives gather. Seats there are given not by the reckoning of who has how much, but by kinship.
A relationship gives not only affection but also certain duties. Our hesitation about asking for help grows less when we trust that the other person is one of our own.
