Context and commentary on verse 10.38
For Shankara the ‘rod’ is the means that brings the unrestrained to restraint. For Ramanuja it is the punishment given when rules are broken. Sridhara Swami makes it clear: the rod by which even the unruly become restrained is his glory. ‘Niti’ for him is the means such as conciliation and the rest, and for Ramanuja the policy that is the means to victory.
‘Maunam chaivasmi guhyanam’. Sridhara Swami gives a simple reason: no one can know the mind of one who stays silent, and so silence is the best keeper of secrets. ‘Knowledge’ for him is the knowledge of those who know the truth. Madhva’s comment on this verse is not in our source text.

Among secrets, silence. Keeping what another has told us in trust is the foundation of trust.
For doctors this is a professional duty: confidentiality about a patient matters as much as treatment. It is this promise of silence that lets patients speak freely about their illness.
