Context and commentary on verse 18.17
One of the hard verses of the Gita, and it must be read in its context: words spoken to Arjuna, who had shrunk from his duty in a righteous war. According to Shankara one refined by scripture, the teacher’s instruction and reasoning understands: ‘these five causes, imagined in the self through ignorance, are the doers, not I, I am their witness.’ He explains ‘even though he slays’ as praise of that knowledge: though from the worldly view he seems to slay, in the highest truth he does not.
Ramanuja reads it from the view of devotion: by contemplating the agency of the Supreme Person there is no pride of ‘I act’, and the understanding is ‘this fruit does not belong to me, this action is not mine’. According to Madhva this is praise of that knowledge, and his subtle remark is: one who is bound a little has a little ego. Sridhara Swami reads it as the answer to the question ‘who then has good understanding’.

For life today
This verse can never be used to justify harming anyone. All the acharyas read it as a description of the state of a knower free of ego. One without ego cannot be cruel.
Freedom from ego is not freedom from responsibility. A surgeon’s knife cuts in order to heal, and even that needs the patient’s consent, skill and the rule of law.
