Context and commentary on verse 18.40
The conclusion of the long account of the gunas. According to Shankara, whether among humans or gods, living beings or things without life, there is nothing free of these three gunas, the whole of worldly existence is made of them. Ramanuja states its range: from Brahma to the plants, all mingled with prakriti.
Sridhara Swami raises the next question: if action, its factors, its fruit and all beings are made of the three gunas, how is liberation possible? The answer comes in the following verses: by worshipping the supreme Lord through the actions suited to each one’s entitlement, and gaining knowledge by his grace. Madhva’s comment on this verse is not in our source text.

For life today
The word that even the gods are not beyond the gunas teaches humility. No one is perfect, neither we nor others.
Accepting this lessens both excessive shame about our own faults and harsh judgement of others’ faults. The aim is balance among the gunas, a walk towards sattva.
