Context and commentary on verse 6.4
Here is the answer to how the one who ‘has climbed to yoga’ is recognised. There is no clinging on two sides: to the objects enjoyed, or to the actions done to get them. The root of both is one, intention.
Shankara quotes several sources to show that intention is the root of all desires. One line from the Mahabharata among them stays in the mind: ‘Desire, I know your root; you are born of intention. I will not dwell on you, and then you will not be in me.’ His conclusion is that in giving up all desires, the renunciation of all actions is accomplished too.
For Ramanuja the one who has climbed has no attachment because the experience of the self has become his nature. So one who wishes to climb should practise the yoga of action, which is the practice of not clinging to objects. Madhva quotes a fine distinction: in the knower, faults dissolve of themselves; in others, through effort.

Desire is not born full-sized at once. First a thought, then imaginings around it, then plans about it. This chain is easy to spot at its first link and hard at its last.
Those trying to give up an addiction know this well. Sitting and thinking about it brings defeat close. Turning the thought elsewhere is often the first victory.
