Context and commentary on verse 9.11
So great a Lord is driving a chariot in the form of Krishna. Those who see only that outer form take him for an ordinary man.
For Shankara the ‘higher nature’ they do not know is the truth of the supreme Self, more inward even than space. Ramanuja gives this a very gentle turn: out of supreme compassion the Lord took a human form so that all could approach him. That very taking of human form is his ‘higher nature’, born of compassion, generosity, easy accessibility and tender affection. The deluded take that very thing to be a lowering.
For Madhva ‘manushi tanu’ is a body that looks human to the deluded, not really a human body. On the authority of the Mokshadharma section of the Mahabharata he says the avatars must not be suspected of being other than the Lord.

We all make the mistake of judging by the outer form. We often overlook the wisdom of an elder who dresses simply and speaks slowly.
This is a caution for doctors too. A patient’s understanding must not be measured by their clothes, language or village. Explained simply and with respect, almost everyone can understand their illness.
