Context and commentary on verse 18.67
After the teaching comes the rule for passing it on. According to Sridhara Swami this is the rule for continuing the tradition of the Gita, and the ‘atapaska’ is one who does not practise his own dharma. Shankara stacks the four qualifications one on another: not to an ascetic who lacks devotion to guru and God, and not even to a devoted ascetic who does not wish to listen.
Ramanuja takes ‘abhakta’ as one who has no devotion to you, the speaker, or to me, and ‘abhyasuya’ as finding fault when the Lord’s nature, sovereignty and qualities are spoken of. Madhva’s comment on this verse is not in our source text.

For advice to bear fruit, the listener must be ready too. This is true of health education as well: information given when a person is ready to change has far more effect.
Forcing advice on those who do not want to hear it spoils relationships. Waiting for the right moment is also care.
