In some, fine sayings sit on the tongue the way words sit in a parrot. In others they stay in the heart and go dumb. In some rare man alone they come dancing gracefully from the heart to the mouth.
About this subhashita
Shukavat and mukavat are two words of the same shape, set face to face in one line. The parrot has speech without sense. The mute has sense without speech.
Valgu valganti is a chime made on purpose. Valg is to leap or to dance. Saying that the words dance out, rather than walk out, is what gives the line its ease.

For life today
We are quick to decide that whoever speaks well at a meeting knows well. That the verse puts the parrot first is a caution against such haste.
A resident who has the history clear in his head can still stand there unable to give it. That is not a gap in knowledge but in the practice of saying it.
