Ah, why is this heart of the good so hard to fill, like the ocean? As if angered by that, some dull wit filled it up with other people’s sorrows.
About this subhashita
The verse does not name who did the filling. Kruddha is a feminine form, so what is hinted at is probably a power of the order of niyati or srishti. Durmedhas means the one of poor wit.
Ambhodhi is the holder of waters, the sea. Durbhara is what is hard to fill. The old picture of all the rivers falling in and the sea never filling is what lies underneath.
In form this is a complaint, in sense a tribute. The praise lies in saying that nothing else could fill that heart. A good man’s own joys and sorrows are not enough for such a depth.

For life today
The verse comes close to those whose work is to listen to grief. For doctors, nurses and social workers, the room inside gets filled with other people’s pain.
The verse does not call this a reward. It calls the filling an act of irritation. Those who carry that weight need somewhere to set it down as well.
