Bali Padyami is the first tithi of the bright fortnight of Kartika, the day after the new moon of Deepavali. It is the last of the Deepavali days in Karnataka and in many households the largest of them. It is also one of the clearest examples in the calendar of three quite separate observances sitting on one tithi, and the three are worth separating.
When it falls
The reference moment is pradosha, the hours just after sunset, as it is for Lakshmi Puja the day before. The day during whose pradosha Prathama is running carries it.
Prathama is often short, and the same tithi rules that complicate Navaratri apply here. If Prathama begins and ends between two sunsets it can leave a gap, and if it is long it can cover two. This is why Bali Padyami sometimes falls on the day immediately after Lakshmi Puja and sometimes leaves a day between, and why the number of days people count in Deepavali is not fixed.
Bali
The Karnataka observance is for Bali, the asura king whose rule was so just that the gods were alarmed by it. Vishnu came to him as Vamana, a dwarf brahmachari, and asked for three paces of ground. Granted them, he grew, covered the earth with the first and the sky with the second, and asked where to put the third. Bali offered his own head. He was pressed down into the netherworld, but because he had kept his word he was given the right to return and see his people once a year. This day is that return.
Households make a small fort or a figure of Bali out of cow dung, decorate it with marigold and grass, and light lamps around it. Cattle are washed, their horns painted, and garlanded, and in many villages the day is a go puja more than anything else. In Tulu Nadu and the coastal districts the day is kept with particular attention, and Bali is called on by name to come back. Kerala keeps the same king as Mahabali and remembers his return at Onam instead, four months earlier in the solar calendar, which is a real divergence and not a confusion.
Govardhan Puja
North India keeps the same tithi as Govardhan Puja or Annakut. Krishna is said to have lifted the hill Govardhan on one finger for seven days to shelter the cowherds from the rain Indra sent, and in memory of it a mountain of food is built before the deity: rice, vegetables, sweets, sometimes dozens of preparations, offered and then distributed. In Braj a hill of cow dung is made instead and worshipped as Govardhan. There is no Bali in this version and no Vamana. The two observances share a tithi and nothing else.
Bestu Varas
Gujarat keeps this day as its new year. The Vikrama Samvat there begins with the bright fortnight of Kartika, so the day after Deepavali is the first day of the new year, called Bestu Varas or Nutan Varsh, and greetings, new clothes and the opening of the new ledgers belong to it. Marwari merchants keep the same reckoning. This is a genuinely different year-beginning from the Karnataka one, which starts at Ugadi with the bright fortnight of Chaitra, roughly five months later.
So three things on one tithi: a king returning in Karnataka, a hill lifted in Braj, a year beginning in Gujarat. They are not versions of one another. They are separate observances that happen to fall on the first day of Kartika, and the calendar has simply carried them all.
