Our army, guarded by Bhishma, seems insufficient, whereas this army of theirs, guarded by Bhima, seems sufficient. Read another way: our army, guarded by Bhishma, is beyond measure, whereas theirs, guarded by Bhima, is limited.
Context and commentary on verse 1.10
This is one of the most debated verses in the whole chapter. The word aparyapta can mean not enough, and it can also mean too vast to be measured. So the whole verse reads in two opposite directions.
Sridhara Swami and Ramanujacharya take the sense not enough. Sridhara explains that Bhishma’s heart holds affection for both sides, while Bhima belongs wholly to his own, and so our strength seems less. Madhusudana Saraswati first gives the sense beyond measure: ours is eleven akshauhinis under the protection of the discerning Bhishma, theirs is seven under the rash Bhima. Besides, he points to the other meaning as well. Both meanings suit Duryodhana’s mind, because bravado and fear sit side by side in him.
There is another oddity here. The commander of the Pandava army is Dhrishtadyumna, not Bhima. Yet Duryodhana names Bhima. Many explain that since Bhima is the one who vowed to kill him, his is the first name that comes to Duryodhana’s mind.
Sources: several. Where commentators differ, both readings are given here.

The same number, two opposite meanings. This is not only a problem of Kurukshetra.
When two people read the same report, one feels nothing is wrong and the other feels everything is over. The number has not changed. What has changed is the mind reading it. That is also why Duryodhana’s verse can be read both ways: his mind is swinging between the two.
