Shiva even today has not let go of the Kalakuta poison. The tortoise carries the earth on its back. The ocean bears the hard to bear fire beneath it. In the same way the virtuous keep safe to the end what they have taken upon themselves.
About this subhashita
The Puranas say Kalakuta was the poison that arose when the ocean was churned. The well known story is that Shiva drank it and held it in his throat. The verse uses this as an example of not letting go.
Badabagni is the fire believed to live inside the ocean. All three images are images of a burden. The bearer might wish to be rid of it, yet does not set it down.

For life today
The point is to think before accepting and keep faith after. It speaks most to those who carry a family duty or the long responsibility of a treatment.
The verse does not say bearing burdens is itself a virtue. Its point is only not abandoning what one accepted. Asking for help with a dangerous load is also wise.
