Context and commentary on verse 16.19
A hard verse, and the acharyas read it in the language of the law of karma. According to Shankara these who oppose the good path and hate the good are ‘the lowest of men’ by their own unrighteousness. The Lord says he places them in wombs such as those of tigers and lions, full of cruel deeds. According to Sridhara Swami these two verses say that their demonic nature does not fall away of itself.
Ramanuja notes a subtle point: along with placing them in births unfavourable to him, the Lord also gives them the understanding suited to that birth, which means the direction of their own choice grows. Even so, the next three verses (16.21 to 16.23) keep the door to release open. Madhva’s comment on this verse is not in our source text.

For life today
This verse must not be used to pass judgement on anyone’s birth, illness, disability or poverty as a ‘punishment’. It is a warning not about others, but about where the cruelty within us leads.
As cruelty becomes habit, it breeds more cruelty. For children who grew up amid violence, love and counselling given in time can break that chain.
