Context and commentary on verse 2.24
Shankaracharya answers the objection that this verse only repeats the previous one. The Gita says the same thing again and again, he argues, because this subject does not sink into the mind easily.
The word sarvagata is a point of real debate. The Advaita tradition reads it as the self pervading everything. In Ramanuja’s tradition the individual self is held to be atomic in size, and sarvagata is explained differently there. This is one of the large discussions of Vedanta, and we only point to it here.
Sources: several. Where commentators differ, both readings are given here.

Saying the important thing once is not enough. The way to take a medicine, what to eat, the warning signs, all have to be said again and again.
An anxious mind keeps only half of what it hears the first time. Repetition is not tedium; it is how teaching works. That is exactly what the Gita is doing here.
