Context and commentary on verse 13.13
This verse says almost word for word what the Shvetashvatara Upanishad (3.16) says. Shankara says the description is given so that, after the previous verse’s ‘not being’, no doubt arises that it does not exist at all. Its existence is known through the adjuncts of the senses of all beings, it is the awareness behind every hand. But these hands and feet are spoken of because of the adjuncts, they are not in its true nature.
For Ramanuja this describes the capacity of the pure self: without hands and feet it can do the work of hands and feet everywhere. For this he points to the Shvetashvatara’s words: ‘without hands and feet he runs and grasps, without eyes he sees, without ears he hears.’ Sridhara Swami recalls the shruti ‘sarvam khalv idam brahma’ and says the verse speaks of its innate power of knowledge, strength and action. Madhva’s comment on this verse is not in our source text.

For life today
The image that every hand in the world is its hand gives a new way of seeing: the hand that serves food, the hand that dresses a wound, the hand that lifts a child.
When such a way of seeing grows, it becomes hard to see anyone as merely a ‘worker’. The hands of a hospital’s cleaning staff are also part of the treatment.
