Context and commentary on verse 13.23
The acharyas read ‘sarvatha vartamano ‘pi’, in whatever way he lives, with care. Shankara attends to the word ‘api’, even: if even one who lives in any way is not born again, what need is there to speak of one established in his own duty? To the objection about what becomes of the fruit of past actions, he recalls ‘jnanagnih sarvakarmani bhasmasat kurute’ (4.37), the fire of knowledge burns all actions to ashes. Sridhara Swami goes further and says he is free even if he acts beyond the injunctions.
Ramanuja applies it to outward circumstance: even if he lives in bodies of gods, humans and the rest in extreme hardship, when this body ends he attains the self’s own nature, of boundless knowledge and free of sin. Many caution that this word is not to be read as a licence for wrongdoing, since the Gita itself says the wise should act for the good of the world (3.25). Madhva’s comment on this verse is not in our source text.

For life today
Ramanuja’s sense is a comfort to those in hardship: poverty, illness, disability, no condition closes the way of the self.
When understanding comes, it should show in conduct. We should not forget that humility and non-violence, named earlier in this very chapter, are the marks of that understanding.
