Context and commentary on verse 7.3
The verse tells in two steps how rare the knowledge of the last verse is. Madhva marks it in a single sentence as a statement of how hard that knowledge is to gain.
Calling those who are still striving ‘accomplished’ is a small puzzle. Shankara resolves it this way: those who strive for liberation are accomplished by that very striving. Even among them, few know the Lord as he is.
Ramanuja sees three steps here. Among thousands, one strives as far as perfection. Among thousands of such people, one comes to know the Lord and strives towards him. And among thousands who know him in that way, perhaps none knows him as he truly is. In support he quotes two lines from this same chapter, ‘sa mahatma sudurlabhah’ (7.19) and ‘mam tu veda na kashchana’ (7.26).
Sources: several. Where commentators differ, both readings are given here.

This verse need not be read as a discouraging statistic. In any deep learning, many begin and few stay to the end. Music, sport and medicine all tell the same story.
The word that stands out in the verse is ‘yatati’, strives. The result may come to only a few, but the door to striving is open to all. The assurance that effort is never lost has already been given in the previous chapter (6.40).
