Context and commentary on verse 4.7
Sridhara Swami says this answers Arjuna’s question ‘when?’. ‘Glani’ means decline, and ‘abhyutthana’ means gaining the upper hand.
Shankara defines dharma here: that which takes the form of the duties of the varnas and ashramas, and which is the means both to the worldly flourishing of beings and to their highest good. To ‘I bring myself forth’ he adds ‘by maya’, in keeping with his reading of the previous verse.
Ramanuja holds firmly to the sense of ‘whenever’: there is no fixed time for the avatara. Whenever the duty taught in the Veda declines, and whenever its opposite rises, he comes by his own resolve.
In the text available to us, Madhva has no separate comment on this verse. In the next verse he adds an important qualification.

For life today
This is among the most quoted verses of the Gita, and what it offers is hope. However thick the darkness, it is not the last word.
But the hope does not tie our hands. The decline of dharma shows first in small things: a broken promise, work left half done. There, setting it right is in our own hands.
